In order to protect your well system and water source from contamination, it is important that well casings extend above grade.  In New York State, well casings should extend at least 1 foot above grade – and be tightly secured with a watertight and vermin-proof well cap.  Extending the well casing above ground will help ensure that surface runoff or other flood waters which are unsanitary do not contaminate your water supply.
